David was born on May 26, 1960 in Douglas, Arizona to Harold Laverne Welch and Lynne Gertrude (Johnson) Welch. He grew up in Arizona until the age of 11 when the family moved to Seminole, Oklahoma. He married Susan Lee Reedy on August 10, 1991 in Wewoka, Oklahoma.
